Borough partnerships
London's boroughs are the local planning, highway and traffic authorities. They play an important role in delivering many of the improvements set out in the London Plan and the Mayor's Transport Strategy.
The boroughs work closely with TfL to provide a range of local transport initiatives. These include road safety schemes, town centre improvements and walking and cycling projects.
The Borough Partnerships Group
The Borough Partnerships Group, part of TfL's Group Planning Directorate, has a key role to play in defining and developing TfL's relationship with the boroughs.
The group is responsible for managing statutory transport, planning and major consultation between TfL and the boroughs. They help to allocate funding for transport schemes in the boroughs through the Local Implementation Plan (LIP) process. They also bring a joined-up approach to this funding, ensuring that transport schemes across London boroughs work with each other. Finally, the group makes sure TfL's relationship with these key partners runs smoothly and is as transparent as possible.
The Borough Partnerships Group is made up of five teams:
- Borough Liaison
- Land Use Planning
- Borough Funding
- Borough Programmes
- Projects Unit
Between them, the five teams are responsible for a number of tasks:
- To provide a point of contact for the boroughs and sub-regional partnerships
- To work with other parts of TfL to assist them in their relationships with the boroughs, particularly where TfL provides funding
- To lead TfL's involvement in the land use planning system
- To help with communication and consultation on TfL's major projects
- To manage TfL's funding for borough transport schemes through Local Implementation Plans (LIPs)
- To manage the budget for eight of the borough programmes funded through LIPs
Local Implementation Plans
Local Implementation Plans (LIPs) are documents required under the Greater London Authority Act 1999. They set out how each borough will deliver the Mayor's Transport Strategy in their area.
LIPs deliver a number of important benefits to the capital. For example, LIPs provide a way of ensuring transport improvements are well-integrated across London.
Each LIP will address priorities such as improving accessibility, safety and security, reducing traffic congestion and improving bus services.
